I never bother with armour rating. That only helps against physical damage and Harb gets Battle Standard, ToC, Ignore Pain and Dodge Attack to deal with that. So I focus more on +% Str or Damage, +skills, resistances, speed, etc for my armour pieces.
My Harb finished Legendary with under 1k DA and some iffy resistances and never had the slightest problem. I had ADCtH on one weapon which helps too. Plus you have great crowd control in Sands of Sleep, DR/TR and the Nightmare's Confuse skill.
DR/TR has been enough so far for crowd control, though i'm starting to eye Sands of Sleep for archers, especially before hitting Act IV Epic for those Machae.
I'm still with the ADCtH from Soul Shiver, mostly because I've not crafted a better artifact so far (at least not for this class). Got a nasty surprise from Talos and a near death thanks to his electric foot stomp. I'd forgotten how to fighting him melee (the only classes I've played recently have been ranged or pet-mancers), but other than Epic has been a breeze.

I'm swinging slow maces right now so fast they may as well be Sabertooth's or w/e very fast sword you wanna pick.
Your goal should be to stop using swords and use hard hitting mace or axe.
