Does Necrosis increase the effectiveness of Deathchill Aura?

Is % reduction to enemy's health considered vitality damage? In other words, does Necrosis increase the effectiveness of Deathchill Aura? So if you got -100% vit resist on Necrosis would that mean that each pop of Deathchill would reduce health by 20% instead of 10%?

-% enemy HP is not Vit damage, as far as I'm concerned, so no.. But then again, someone may be able to correct me

It is not vit damage, but is is being resisted by vit resistance. Just like %adcth.
So yes, lowering that helps.

I'm not sure if this damage increases with negatives, though.
