most people only equip them for turning in quests. and it works on allllll xp

If you want to level up fast go xmax.
Killing other stats to get more exp isn't really worth, you could find some exp gear and wait to use when you find an exp shrine.
But clearing all the areas gives enough exp + loot, so I don't really see the need.
Actually, an exp shrine already gives +% to exp, making other +%exp relatively less efficient.
Same story with exp-enhancing mods like DoN.
If there is a global +100% already, another +10% from gear are just a +5% improvement.

100% + 10% = 110%
Multiplicative:
100% + (100% * 10%) = 110%.
In this scenario, it's the same shit.

This isn't about multiplicative vs. additive. If a mod does this by just granting a % modifier, which is by far the easiest way of doing it, I'm pretty sure they add.
What I'm saying is that if you already get 200%, another 10% is less of a *relative* difference (in spite if giving the same benefit) and therefore may be less worthy of sacrificing gear/killspeed for.

OK sure, if your argument is "you already have 200%, don't bother wasting any more stats for another 10%", sure. But you can always just equip the item just to complete a quest, then unequip it. Shrines grant 50% XP boost, and the Sacrificial Prefix grants 30% (base, without jitter effects). I'd say it's still worth it. 80% bonus XP vs 50% is still a hefty boost. And I think you can't stack XP items, I think the only item that spawns with that prefix is helms.

You could use Prokopios and Glorybringer to have 20% more (I think).
