    How does dual-wield work exactly?

I had a few questions on the mechanics of DW.

1- Does the attack speed resulted from dual wielding govern both weapons at once, or do they hit at different speeds and the listed attack speed is just an average?

2- When you equip a weapon with a stat modifier like +% to damage does it affect the other weapons hits? How about +1 to fire damage? Does that affect the other weapons hits?

3- If dual wield activates and you hit with both weapons, does the second weapon have a chance to activate things like cross-cut, etc.?

4- Is there any other quirk or effect from dual wielding I may not have guessed?

Also, I'm under the assumption that which weapon you attack with is random each hit, am I correct?
