If you wanna know how - the total dmg was nerfed for -75%. I hope it should work to prevent using it much for fightning, otherwise the players would need A LOT of time to go throught the game and it would be VERY annoying...nerfing the all dmg you do is bad, that is why we took "just" -75% value.

A good idea it meant to be used as an oh **** button and will work nicely with life regen, though +75% total damage (or to your damage types) will make you back at 100% damage.
But the more +% damage you got the less effect it will have on you DPS, if you have +200% damage then you lose 35% of your DPS compared to 75% if you have no +% damage.

Its a good idea as it needs a trade off.
What I am saying is with +200% damage you do 300% damage then this takes 75% off giving 235% damage (a 35% decrease in DPS). IE The penalty is more effective at low levels/bad gear than at high level/high gear.
This is because pecentages add up before being applied. So unless theres some other way of doing it that makes this damage reduction be applied last.

No because that will hit weak characters even harder. It a problem stemming from how games like QT deal with %s. As damage delt = (base damage*(+x%+x%+x%....+%stats+1))+(flat*(+x%+x%+x%. ...+1)).
So lets take +100% from gear and +50% from skills and+50% from stats with a 100 damage weapon that gives 100*(100%+50%+50%+1)=100*3=300
Then Escape the Fate gets turn on giving -75% its then 100*(100%+50%+50%-75%+1)=100*(125%+1)=225 so thats a decrease of (300-225)/300=75/300=25% decease.
Now take just the weapon damage its 100 without and with Escape the Fate its 25 or a 75% decrease.
See the problem? the less +% damage you got the more this effects your DPS output. Theres nothing you can do about it unless you remove attacks completely.
