The best completion bonus for Conq with Star of Ishtar is 33 dex. You an get 18% elemental resistance, but that is extremely rare. Plus you don't need it with the equipment I listed.

Is it better to farm the hydra or the telkine? or does it matter?

Depend on how quickly you can do 1 Telkine run vs 1 Hydra run.

Just for reference, I've only gotten one Ferrus Gnosi, and that was from bone pile in act 3. It seems to be really rare.
