Most likely devs mistake.

But usually Loot5 for bosses contains arm gear, here is Typhon:
So hydra drops double amount of helms, and no armbands. But if you ever notice armband drop from it - lemme know, k?
So how exactly does this work? I thought that drops were based off of a random seed generated upon loading TQ. Also, how do you know what 'act' an item belongs too? Say for example, I'm trying to find archmage's clasp; which act should I be farming in? I was doing Hydra, but as he doesn't drop arm gear I guess it was kind of a waste. Any help appreciated.
Drops are based on chances. These chances are exact numbers at dbr files. To make use of these chances you have to generate random numbers, HOW you generate them, WHAT seed you use and WHERE you obtain it - it's the whole different topic.
If you talking about good-seed bad-seed theory, I'd say that nobody proved it yet, though some tried including me.
Now, to the Archmage's Clasp.
According to dbr it can be dropped by any legendary boss except:
Hydra, Talos, Act 1 Telkine.
I'd say your best and fastest chance is Typhon.
I don't have Clasp myself, though other three Archmage's items dropped 4-6 times for me.
Yeah, about native act, it's the last digit in loot-set filenames. But only some items have it, most belong to all acts.

so it can be dropped in any Act.
