The Satyr Fire Magi soul is from a very old version and won't work with any recipe, the Scirtus one not working on the other hand is indeed a bug.
Any other Satyr hero soul should work though and...

They cap at 20.
The bonus differs between each weapon mastery but aside from Staff Mastery the bonuses only affect physical and pierce damage.
It is probably quest related then. Try moving or deleting your most recently changed quest files from the save folder.

The Earth staff skill(Don't remember the name) does work with orbs, so does other skills like Psionic Touch or Ternion Attack.
All souls have versions for all difficulties, for the sake of consistency.
