Mandrake: (Rank: 1 of 8)
Adds a chance for poison to cloud an enemy's mind, sending them into a state of confusion.
1 Active Energy Cost/Second, 15% Chance to Fumble Attacks for 3 Seconds, 12% Chance of 1.8-2.4 Seconds of Confusion
what exactly does 15% Chance to Fumble Attacks for 3 Seconds and 12% Chance of 1.8-2.4 Seconds of Confusion?

Fumble attacks mean the enemy could miss at you (at least thats what i think)
and confusion means that the enemy would get confused and just running in circles...
So basically mandrake would give your envenomed weapon a chance to do both of that... It's a pretty big chance i believe.. almost all of the time (when maxed) even thiough it states 50%... (when my warlock has the skill at lv 2, I only need 2-3 hits to make the enemy confused.)
It works really great with war wind (whirlwind ? =p)
cos it works just like maxed flashpowder, you war wind the enemies and they go nuts...
And it also works with flurry knives

15% Chance of Fumble Attacks could really use a rewording IMHO.
Basically, every hit of your weapons (with Mandrake) -always- inflicts the Fumble Attacks. They then have that % chance to miss outright every time they use a melee attack. Impaired Aim is the debuff that works against Ranged attackers in the same fashion as Fumble Attacks. Impaired Aim, unlike Fumble, has no animation to indicate the debuff, however if you use Poison Gas Bomb on a bunch of Skeleton Archers, their arrows can and will be missing you by miles.
Everything else Shani mentioned is spot on. I just wanted to clarify the debuff of Fumble always works, the % is just how often they miss.

ok i guess fumble attack is good then, but i don't really like confusion as they running away from me, not cool :)

You probably haven't hit epic yet then. Rogues can't tank, ever (okay, maybe defense could give them some tanking). When an enemy gets confused, switch targets. With mandrake, the idea is to hit as fast as possible over hitting hard. Confuse every enemy in a group, then just bounce between them and eventually they'll all fall. The high rate of attack keeps them all confused, and whenever one gets his wits together, you just smack him back into a stupor. The only trick is handling the start of the fight, when enemies aren't confused and fumbled yet (flurry of knives or flash powder works wonders here).

ok good point, will be definetly maxed, i'm assassin, so i foun it's pretty cool combination war wind+mandrake (also poisons+bleeding)
does fumble attacks and confusion work against other players?

Fumble Attacks works with both ranged and melee. I use the spirit spell Vision of Death very often, which gives enemies a 66% chance to fumble attacks, and the ranged attackers aim in completely different directions often when under its effect (after the fear wears off).
