bugged skills?

Hello,

I was playing with a cleansing/shamanism caster and while experiencing with the skills I noticed 2 skills:
Breath of Justice from Cleansing and Electrical Breath from Shamanism that looks the same, but useless as they don't do any damage.

So 2 skill identical skills from 2 masteries that don't do damage though it says they should.

Any explanation?
