The default messageScrollRate is 0.1 ... but no matter what I change it to it doesn't make the NPC text scroll any faster. What are the accepatable values ... 0.01 to 0.99 or faster like 10.0 or something?

A quick look through the code indicates that messageScrollRate doesn't do anything (anymore). I'll have to check with my colleagues tomorrow before I can tell you how you actually do change the message scroll speed.
