I have seen defiler and it is a package of mods where you can choose what to itstall...

But how hard is it to make a mod that adds to other mods? I would like to make a mod for the game that I play that is underlord. Would I be able to make a mod to add to that already modded game?

Like oblivion and morrowind you could have like 100 separately created mods all functioning. Though I know the game is different. But could I design a mod to work with a specific set of mods (defiler, underlord).

Would I be able to learn to mod just playing around and then reporting with questions?

I want to make some armor that boosts pet masteries. Or staffs.

Yes, it is very possible to make a mod which either plays over the top of Underlord, or just edit Underlord to your liking. I am actually creating a mastery mod compatible with Underlord or Vanilla (fanpatch TQ.) I also have a mod simply named Overlord, which just has a couple minor tweaks to Underlord for my own personal play (like the complete removal of the Onslaught graphic.)

Essentially, you can just extract the database of Underlord with TQVault and edit whichever things you please. Start with the tutorials: How to set up Artmanager, creating a custom mastery, and how to get a custom item in game.
