What can War Wind proc?

I was wondering about a build using War Wind and Volley unleasing a lot of hits on the targets.. But I'm not sure whether War Wind can proc Volley, and since it'll take me a lot of time to check, I'd rather ask here.

What do we know for certain that War Wind/other spin attacks can proc?

I haven't much of War Wind but my gut instinct is that it can't proc anything. It's a special attack already.

It can proc any Chance on Hit abilities on Weapons.

It will NOT trigger "Weapon Pools". Such as Volley, the dual-wield skills, and the shield skills.
