i've heard about having more than 1 wolf, is it possible, how?

Nope. I'm positive 3 is the max. And I am fairly certain of the level tiers... I've been wrong before...

Are you certain when you max out wolves you can get 3? i just maxed wolves on my lvl 11 soothsayer and i still can only summon 2. is there a lvl limit maybe?

You get 3 wolves with 18/16 skill iirc.

or a skill shrine, remember once you cast them they retain that level regardless of whether you retain that level.
