Can anyone tell me if I can play the expansion IT without having finished the firstTQ. IF so how? also can someone tell me how to get my female coustomskins to work inIT like the fullmonty mod. also would like to find the full monty mod.

You can as it adds stuff to normal TQ zones (act 1-3) and then a new zone is added after Typhon, Hades (act 4).

As for mods you need to get IT v1.1 versions of the mods, or run the risk of them not working properly.
