Go to the boat by the STYX waypoint. The guy is waiting for you there.

I go to the boat with the oar but none of the exclaimation marks are lit up so have I missed something( I have also spoke to everyone there just in case but nothing)

You have to free that guy from one of the prisons along the river first, it's part of the quest.
