Dodge Attack question

Do i need to hold a shield for this to be active?

Nope, Dodge is a separate modifier from your shield blocking etc. Just another form of defense, it does not require a shield or any specific weaponry.

What can you actually dodge however?

All melee attacks. Spells, staff or bow projectiles can't be dodged with that skill.
