Draculian Way

I just started a Vampire character and I think I may be misunderstanding the Draculian Way skill. Level 1 of the skill states:

1 active cost
+1 health regeneration
+5% life leech
+6% movement

Is that 1 active health or energy per second? And is the +1 health regen supposed to work? When I activate the skill, my health regen doesn't change (always 1.00) but my health slowly goes down (about 1 per second). Is this bugged or am I misunderstanding something?

That description sounds like the original description on the Masteries site which is way out of date. In the latest versions of Masteries, Level 1 Draculean Way is:

2 Active Health Cost per Second
+7% Bleeding Damage
+7% Life Leech
+6% Movement
15% Damage Resistance
