It is an interesting item, and you could conceivably build a caster to use it (seeing as how there are far fewer good legendary caster arms and legs than their warrior counterparts). Or maybe there is some hunter-and- or rogue-and- some kind of magic user hybrid that could find a good use for them.

Wow. That's sexy. Not knowing much of any of the best legendary items, I would probably say that's endgame gear quality (take this assumption with a grain of salt). The fact that I'm an archer with high dex and low strength (about enough to use that) makes me think it's even sexier. As rare as that probably is, it would be hard as hell to come up with a relic/charm to put on that.

What class are you? I might be able to offer something that you might like, but I have no real clue what the value of that is.

I'm pretty sure that's a display bug only. Besides, it would power up all of my other ranger attack spells. Oh, and it's armor for your arm, not a piece of jewelry (hopefully this is correct, going by the "cuff").
