I've done a bit of farming with it and the -17 hps isn't much. -43%hp is alot tho

65%-hp might be to much for the item to be usefull.

You can sometimes buy it from merchants. For the small price of 20-30 million gold.

those items are handy when you are done with legendary mode and are only going to farm exp to get to lvl 65 to completely complete the game :P

Nice, although the negatives eat your health pretty bad...I found an exp item off normal typhon. Must level a lot faster with the second one equiped XD

I've got a couple items that are only roughly +10% xp, but they have no negatives on them and some actually have some very nice additional mods for their perspective user(caster one has +1.0 energy regen along with some other useful mods, etc...).
