If you put Ankh of Isis into it, health regeneration is at 0.0 instead of -19.0, so then you may use it playing (I usualy play whole epic with a sacrificial amulet).
Otherwise it's not very strong, as it may go up to +46% increased experience, my best is +44%, and they are not that rare as well. If you think you can't handle the reduce of health, just put in in your inventory and use it when talking to the NPCs giving the quest-bonus to you (and maybe, but that's bug-using, when clicking on your tombstone). |

Maybe, but nearly everyone has a few of them for trade (I've got more than a dozen of them).
BTW: you are not using the perfect relice with it, should by Ankh of Isis, because with it you don't have negative Health Regeneration. |
