but this is true for all other fixes. some skills didn't work and now they do :-)

descriptions are identical (relic vs items) so it's pretty safe to assume that they were meant to work in the same fashion

well, the argument that mana cost and recharge are usually together is "pro" rather than "agains" but the values on other items are lower so perhaps its an indication that this value is to high (and maybe it should be 15 or 20 at legendary)

fixing recharge on items makes it more "inbalanced" / "overpowered" in my opinion than this

at the moment i'm still inconvinced that this fix should be removed.
