Customising Items For a Character

There is a feature in GW where a weapon or a piece of armour may be customised for a character. I would like to see this in TQ. When some monster drops a pair of boots, you character can use them if he/she meets the requirements, but surely it would not be a perfect fit. It would be nice to be able to get a NPC to customise/adjust them for your character so that it will fit better.

This process may add some running speed on boots, some DA on body armour, casting speed on staves, OA on melee weapons, etc. The customised item may then be used only by that character, until a huge amount of gold is paid to have it re-customised for another character.

This should be relatively easy to do, as it would be like a hidden charm/relic. It would add that extra something to blue and purple items too.

This is similar to the idea I had about players having their own set. But I suppose this would be a start for it.
