Remember the cube in D2?

it worked great cos there was an option to upgrade your weapons to a stronger version (means the base dmg on the weapon is higher) and still keeping its original affixes...its a bit frustrating when i get an item with the 'correct' combination of affixes that i love (such as veterans, betrayer, juggernaut etc) but on a epic level item...

perhaps a similar concept could work by collecting certain relics or charms to upgrade your items...

hell even crafting items (not only artifacts) will make the game more interesting as well...not to mention worth replaying for the sake of an uber item...

thats what Essences/Embodiments/Incarnations are for...

but it would be cool to be able to use something to upgrade epic and legendary stuff
