Still hate refresh..

So I think refresh sucks still,

Its just too easy to use -recharge gear. And especially on the longer cooldown skills.

What if we changed refresh again to be more like resilence while it was broken? It could last 10-15 seconds and give you a -recharge percentage?huh? That would be fun yea?
