Does the nimbus tree kicks in when you use ternion?

Also, for Oracle's main attack,
would ternion or ice shard be better?

Yes, nimbus tree does effect your ternion attacks.

From late normal to legendary, ice shards will probably out perform ternion in damage. I have heard it loses it's power in legendary. It does however cost more energy to use.

I find it a very enjoyable attack, a lot of it has to do with the sound and visuals that go with it.

Investing a lot of points into Ice Shard tree is a good idea I think. My thane practically lives on ice shards.
