I don't plan to do this.... that mesh was actually a midway point in the process of making the new mesh, and let me tell you -- it looked horrible. Stretching the existing skirt texture to map to the "turtle" area really doesn't work out as well as it you might think. I thought it might work as well, but once I reached that point and looked at it, I decided it was pretty worthless. (Also, it would take way more time than I'm willing to spend at this point to redo the work.)

Unfortunately, this is impossible, really. Since the 3D coordinates of the skirt are NOT the same as the 3D coordinates of the bikini area, the 2D texture coordinates don't work out the same. For example, in several areas in the skirt there are two triangles next to each other, but in the same areas in the bikini the triangles are split apart and the edge between them is duplicated. It's not physically possible to directly map from one to the other unless you literally go triangle by triangle. That would be extremely painful (and would also result in the same ugly skewing as the mapped mesh from just above).
I considered these options and more during the time I spent making the new mesh. I had planned to try to create a Photoshop Action or Script that would do exactly what you ask, until I realized it didn't work out. It's a bit like fitting a square peg in a round hole -- you can either take the time to file the peg down properly or just keep shoving it until it squeezes in and becomes damaged. Sorry for the bad news.
