.TEX Files (Where r they?)

I keep seeing everybody making cool skins but I have no idea where everyone gets/makes the .TEX files in the first place, at first I thought people got them from the database but the database is a single .arz file...

I need help...

Eh... I've searched the forums but all the threads that showed up are either about problems with certain programs/glitches or about skins people have made...

Could someone please give me a straight forward answer or does anybody know?

Use it to explore the creatures.arc files. (Also items.arc)

Thanx, I spent ages looking for arc explorer & all I found was a 3D imaging program of the earth. (WTF!?
