Its realy a piece of cake once you know the steps, you just apply them for each texture you make.
To make a character skin in Tq, its very easy, all it requires is: -extract the original TEX skin from the game archives, -convert it to TGA or PSD using Tex Viewer, -edit it in photoshop or texture maker, or any other drawing program that supports TGA and/or PSD, -save your new modified TGA skin, -either : 1/ use texturecompiler.exe to regenerate the TEX file from the new TGA skin, 2/ or, put your TGA file in a fake mod source folder, create an asset for it and compile it, then grab the generated TEX file, -replace the old TEX file with the new one inside the game archives using Shark's batch file, or by making a TQM file.
