Spells question

I'm thinking of making an elementalist, But earth at first looks seems to be alot better than storm stuff, id rather not have 2 whole masteries on damage if i could focus on one and use the 2nd to boost the firsts damage.

So im wondering what would be the best chioce for spell damage, and i also saw Storm nimbus and earth enchantment, again earth enchantment looks better for spells.
Correct me if im wrong here thoes spells do effect spells yeah? oh and Volativity is in the earth tree, and i see nothing in storm that compares to that.

You should probably note that for some spells damage will be multiplied. I've noticed that VO gets the damage from Fragmentation added to the initial attack (does Lightning Bolt and Thunderball get this too?), and for Ice Shard that's damage per shard. Each cast could at point blank range deal 5x that damage.

So going by your numbers, the damage totals would be (I don't know if this works for LB and TB):
LB: 1723 in 1.6m + 706 to nearby enemies
TB: 405 in 1.8m + 5-6x 135 in 1.5m spread out
IS: 1440 + 895 (does this stack?) at point blank
VO: 505 + 110 in 3.0m + 7-13x 177 in 3.0 (I think something is missing there)
