Does this skill need battle standard activated to work or is it a skill that is passively activated at all times?

Triumph is a modifier to Battle Standard, so the buff from Battle Standard has to be on you in order for Triumph to take effect.

It's an upgrade of Battle Standard, and hence will be active only when Battle Standard is activated.
