charged arrows do the most damage per arrow, so I'd aim for that in the end. You should use the lower tier wayskills in the beginning though, so that you can keep up with the monsters.

You'd need dex enough for the bows, but you'll need a fair amount of strength too. I'm not great at attribute distribution, but I'd say go for dexterity in the beginnnig and let the mastery handle the strength reqs. When you're a bit over the current bow req, start speccing strength. Overall? I guess around 3:2.
