edit - i havent used pandoras box at all, im just going by whats been said in this thread. and apparently, pandoras box needs "something" to help monsters notice it.
Yeah, yeah, you keep saying that...

This might be a silly question, but...
Isn't there like a stat that you give pets that determines how much aggro they cause when creating a game/mod?

In the pets' dbrs, under "Character" there are the variables "causesAnger" and "angerMultiplier." Make sure the first one is TRUE and set the second one over 1.000.

At 2.000 the monsters will tend to ignore other things and concentrate on that target.

Around 1.500 gives the monsters a nice headache trying to decide on targets.

Pandora's box is set to max, PinkFrog can only increase the agrro radius, which can help a lot I think.

If it's having difficulties being opened on harder settings, perhaps some -% life to itself as the skill is ramped up is in order.

That way, on legendary, if it's level 16, it'll be reducing it's own HP by a substantial amount, making it still easy to open.

Why that wildly difficult, when we can just drop the difficulty lvl bonus?

Well that seemed so obvious i figured it was an impossibility. Since it'd not been done? But yeah, that'd be the best option.

What about non-damaging abilities that incur more aggro?

Do things like slow and stun cause aggro increases?

You could give it some miniscule non-damage modifier like stun for .0001 seconds (which i think would reset it's aggro, would it not? - thereby reasserting the box's aggro) or .0001% slow for .0001 seconds.

For flavour this is merely the "allure" of the box. It's hard to consentrate on other things. "ooo shiny!"

Distracted by a bright and shiny object.
