Dex Issue

Heard about people building their Corsair with Dex good enough for equipment, and then all else go for Str.

My corsair's now lvl 42, with Dex around 350 (Str 400+ so far). Dps is awesome (highest among all of my other char) but accuracy isn't. He even has difficulty hitting the spartan centurion boss, roughly half of my leathal strike missed (normal attack as well), which is quite disappointing.

Is that just because my char lvl too low? Does lvl difference affect your accuracy besides Dex?
