Quick Leveling

Is there a mod out there that will work with TQ Immortal throne (1.3 version) and allow me to create new character at or around level 30, with all quests completed, possibly some gear choices in inventory and no points or skills allocated?

I know defiler can do most of that but I'm looking to not have to run through each act doing the quests if I can get past that.
