Why is it desired to prevent db extraction? As far as I understood, this result is purely incidental because of deficiencies in TQVault, and probably the next time the TQVault author feels like it, he could fix TQVault by keeping encodings as they are.
Maybe it's not wise to restrict things. After all, if TQ itself was restrictive and locked down, there would probably be no fan contributions.
BTW, I don't really know what's in the database. But as I played Frozen World, I was tempted to fix some map stitching issues, if I only could. As far as I see, most fan contributions are not open source, although I thought this might be the most viable way. (I'm lacking probably all skills needed for that anyways, I took a peek at the map tools and the first tutorial but dropped the idea because of the complexity. But I could maybe connect some existing vertices in a map editor.)
