It's actually a drawback, especially in hardcore mode. Those stats are from the Occulus, a very nice sorceress orb (used mostly in softcore due to the afore mentioned teleport) that somehow got bugged onto a Stone of Jordan ring. They were all over the place in 1.09, making it easy to get +14 skills or more -- and that was before anni.

It's actually a double edged sword

If you are getting beat up by a group of guys it can teleport you out of the fray and give you the chance to get away. If you get hit by a single mob though it still has the chance to teleport you right into the middle of a nearby group.

So sometimes it can save you and other times it can kill you lol.
