I agree psionic touch could be useful, but why psionic burn? The only reason could be that the 3.5m AoE would affect also psionic touch, but I don't think that's the case, or is it?

That, coupled with Lucid Dream's +45% Electrical Burn Damage.

Resilience is good, but with just 1 point it adds -30% recharge, while another 5 more brings it to -64%. It's just preference, and only a 5% chance of happening anyways.

The flat E. burn damage on PB is minor, maybe in normal difficulty it could work but after then? Capped temporal rift does cca 1000 E. burn damage and even that can't keep up with monsters increasing HPs.

Bukikekh has a good point, but maybe one should just wait until the end of their build to fill in that one synergy? That way, you can get the 3.5m with just one point, and come back later to fill it up, if one wanted to. I think I might put one point in shield batter and its synergy, just for the 3 hits, as well. I seen now that it's a good way to strike more than one opponent at a time (the real reason for putting anything into those skills).

Thanks for the help, all. My Templar is a lvl 9 right now, but I can see him becoming my main character really quick.

Am I right in assuming that the 3.5m distance in Psionic Burn deals the original Psionic Blade damage to all those caught in it?

I'm really not liking the choice of Storm and Warfare. He's lvl 51 and my first character. I've tweaked him quite a bit, and the result is the build you see here.

Well obviously he is going to be boring. Try ice shards + torrent (with at least 200% cast speed) and lightning + chain lightning. You'll see how much more you'll like him/her.

I find Doom Horn to be kinda weak.
And Triumph is bugged unless you have a fix patch (or whatever it's called).

I don't mind him being a more hack-n-slash kinda guy, but I don't think he's very efficient, using the chosen skill trees together. He's a strength character, so going into lightning and such won't work well, and getting it up to 200% caster speed would be tough too.

Just go by 2:1:1 ratio of attributes in str:int:dex and you'll be fine. Check my Thane music video (on my sig) if you want to see him in action.

If that was true, PB would be worth one point. However, I believe that's not the case, the 3.5m doesn't affect the original PT, only the E. burn on PB.
