Should I start playing vanilla TQ or IT?

Start with IT, it'll yield formulas so that you don't have to go back to search for them later.

How should I place my Attribute Points?

Melee: STR/DEX 2:1
Bow/Spear: STR/DEX 1:1
Caster: All in INT

These are standard GUIDELINES, you can deviate how much want. Say you find an awesome spear that will make you place more AP's in DEX than you planned for, go ahead and place more in DEX, it isn't wrong.
STR gives more damage for all melee weapons and bows than DEX. Although recent findings suggest that keeping STR and DEX balanced yields the most.
Note that a few points in DEX as a caster is recommended for armor requirements.

Where should I place my Skill Points?

Anywhere you want, you can buy them back once you get to Delphi and beyond.
