From this here i get the feeling that it is just 60 damage flat, but if a target hasn't got the elemental resistances modifier, it would get the entire damage even if it has all of its elemental resistances at max...
This is very confusing to me, can someone tell for shure how does it work ! Thanks in advance

I can understand how it would be confusing. My understanding is as follows:
1) Flat elemental damage is not considered to be either cold, fire, or lightning damage and therefore is not increased by +% cold, +% fire, or +% lightning damage
2) Flat elemental damage is considered a type of elemental damage and therefore is increased by intelligence and +% elemental damage
3) +% elemental damage increases all forms of instantaneous elemental damage (flat cold, flat elemental, flat fire, and flat lightning damage) but not damage-over-time elemental damage (burn, frostburn, or electrical burn)
4) Damage-over-time elemental damage is only increased by the respective +% burn damage modifiers, +% total damage modifiers, and intelligence
5) Flat elemental damage is not resisted by cold, fire, or lightning resistance -- it is only resisted by elemental resistance
Suppose you have a Ritualist's ring with +60 flat elemental damage and +12% elemental damage. Pets will do an additional 60 + 7.2 (60 x 0.12) of elemental damage per attack. Earth Enchantment (+100% fire damage) will not increase this bonus elemental damage, while Eye of the Storm (+100% elemental damage) will: 60 + 67.2 (60 x 1.12).
As you state, only mobs with elemental resistance will resist this damage.
