First of all, I hope this is the right section... I'm sorry if it isn't.
I got 3 questions.

1 - Can u find all artifacts recipes in legendary mode? It would be rather silly to farm normal/epic modes to make artifacts when you're already at legendary... and I'm worried I'll have to go back to easier modes to make artifacts needed to make more powerful ones.
2 - Is there a way (mod?) so you can enchant an item already enchanted? Say I enchanted it with something wrong and I want to overrule it.
3 - Is there a mod so I can enchant purple/blue items?

1) No, you cannot find all formulas in legendary. Level 5-30 formulas drop in Normal; level 35-50 in Epic, and levels 45 & 55 in Legendary. If you look at what ingredients are needed for a formula, you should be able to determine what level it drops in. You also need to farm the appropriate level to get the ingredients. If the recipe calls for "Essence of ..." you cannot use the "Embodiment" or "Incarnation" versions.
2) You can remove charms/relics at the Enchanter. (Lightning bolt over his head.). This will destroy the item or the charm/relic [your choice] and will cost you gold. You can also remove them using the TQVault program for free without destroying anything. I have not used Defiler, but you may be able to do it with that program as well. You can find the links for these programs if you search the forum.
3) You can enchant blues and purples using Defiler. Personally not something I would do, but to each his or her own.

Actually, the program to remove the charms is the vault, not the defiler
