Strange "touchable" bell in some towns???

I always assumed they were for charging 'Onslaught', or similar skills... (It does charge them.)

Yeah. I sometimes use them for that. But they would've been more useful if they were a lot more abundant.

True enough, but I do seem to notice at least one in most towns, as well as scattered throughout the countryside (Not always in the form of a bell, they can be archery targets, scarecrows, anything like that).
