I think they do drop in Normal with +1 skill and Epic with +2 skill. The requirements will be lower, obviously. But I don't really find it worth wasting time farming for lesser versions...

well, i was lucky enough to have the epic ones drop on my in regular (non farming) play and i use them quite frequently

the dex requirement is not so high - i can use them on lower level chars and also on those high-level but without much dex pumped in them

---

i agree that it's not worth farming the normal ones since you'll outgrow them pretty fast

Yes, +1 in normal. I got a pair in legendary, in regular, non farming play. Then got bored of my templar and switched to my non-twinked haruspex in normal, who promptly found a set in the same area! I haven't found any in epic, as the theory didn't work a second time...

I had Stonebinder's Cuffs and I was going to use them for a trade in TQ Vault, but I had to reinstall TQ Vault, and lost the Cuffs because I left them in the Vault. Ouch. Didn't know they were so hard to get, at the time I thought of them as not much

On normal, the +1 to all skills isn't that fantastic(not to say it isn't good) but I'd say the +15% to Elemental Resistance is worth something. Especially when you're facing an xmax'd tomb full of elemantally blasting skeleton mages, but you stop to laugh at them because they're only doing 3-5 damage per hit at you. Throw in a relic and it's a pretty feasible piece of equip for early on in the game.
