I'd focus more on Int.

Nah, you'll get plenty of energy from your mastery points, as long as you're increasing Int that energy will recharge faster, especially using a staff and mage gear.

It's been said before that no point placed into health is wasted, but IMO the long-ranged nature of Conjurer in conjunction with the potential for two tanking pets should mean that your survivability under most normal circumstances is just about guaranteed.

I'd maybe put 1/4 the attribute points into health and the other 3/4 into Int, but even a full int build would be fine as your elemental damage is buffed by your Int, in addition to Earth Enchantment and Volativity.

well it depends on your playing style what you need or don't need...

are you using CD and LK?
put your points in int (and some in health) and be sure to dodge any instant kill attacks especially on legendary.

are you permanently using some (energy reducing) attack skills or are you just attacking with your staff (with no energy cost)?
fire skills cost up to 100 energy and more, if your energy regen. is kinda low you could think about investing some energy points.

are you using ternion attack?
with 1000 energy you can do about 30-35 ternion attacks which should be enough to get through a fight. your pets will provide some damage as well. during a boss fight just use an energy potion...

as infares said, with maxed masteries you get about 750 energy. you will definitely be wearing some energy boosting stuff, so you should get 900-1000 energy easily.
