Mirror or Turtle Shell?

Well I'm almost level 40 with my Conqueror and am doing alot better then I expected in Epic and I'm curious what people think would be best for my shield relic.

The Mirror relic (retaliation dmg)
or Turtle Shell (% to block and -% to block recovery)

I'm using the Shell right now and am liking it but not sure if the extra damage from the Mirror relic would be more useful.

Shell or Carapace. The Shell is great w. Quick Recovery (0.15 sec recovery w/ 90% block is hard to laugh at) but the Carapace (Epic) is another 30% resistance and usually rolls a better extra mod then the Shell. (All I've ever gotten was +Defence.)
