Put one point in Rally, and put into Adrenaline instead.
Extra points in Rally only increase insignificant amounts of armor and some health restored (and of course mana cost).
Rally is not used primarily for either of these. Potions can heal much better than Rally, and the armor doesn't make much of a difference at all. In terms of Rally itself (and not its synergies) its main use is to effectively make your Adrenaline bonus 150% better - so you use it as soon as Adrenaline procs.
