3 skill points per level @ 65 levels = 192 total skill points (level 1 doesn't count). There are skill points given for quest rewards, but I don't think anyone knows how many.
2 attribute points @ 65 levels = 128 total attribute points, plus the attribute bonuses for increasing your mastery skills.
