I wonder if it has something to do with what mastery you have?
Maybe if you have invested in warefare, you get more points when you apply your leveling points on STR.
Maybe a Pyromancer gets more INT when applied there.
A hunter when applying to DEX, and so on.
Can someone from Iron Lore shed some light?
