You only have to talk to them once, and it's in the absolute beginning of the game. Forgot the name of the village..
Did it install for you?
Btw, I did a complete reinstall just in case, but it installed normally for me.
If it doesn't work for people with a clean install (with v1.15 installed on top of the clean install), I'll be putting up the manual installation files.
