The ancient greeks are a mixture of Indo-European and native population. Some characteristics of Indo-Europeans is a high number of people with blonde hair and blue eyes. But these characteristics are recessive and might have vanished quite soon. But the heroic greek legends arose in the times or shortly after the Indo-European invasion. So probably quite a number of blondes might have been around at those days.

In my hypothesis the blonde only came from, er, "contact" with other white cultures such as Scandinavians. Gorgeous Scandinavian features would also explain why Helen was famous among the Greeks as the most beautiful woman in the lands -- the difference in her appearance would be exciting to most Greeks.
